5%-9%Senate Shelves Crypto Bill, Altcoins Drop 5%-9% in 24 Hours

Senate shelves crypto bill, HYPE/TAO/SOL drop 5%-9% same day as OpenClue flags all three turning bearish together

Here's what happened: on Tuesday (July 28), the U.S. Senate shelved the Clarity Act, a bill many in the market had been counting on to bring clearer crypto regulation. That same day, major altcoins HYPE, TAO, and SOL all dropped 5% to 9% within 24 hours. Bitcoin derivatives (futures and perpetual contracts) also showed fresh bearish signals — rising open interest paired with falling funding rates, meaning more traders were betting on further declines.

Why does this matter? Just one day earlier, on July 27, the Clarity Act was still being framed as a positive catalyst that could bring regulatory clarity to the industry. When the Senate shelved it, that expectation evaporated overnight.

Adding to the pressure, South Korea's Kospi index plunged nearly 11% the same day, dragging down risk assets broadly (stocks and crypto — assets sensitive to economic sentiment). Bitcoin briefly dipped below $63,000 as the regulatory letdown and the stock market selloff hit at the same time.

Notably, OpenClue's research tracking flagged all three altcoins — SOL, TAO, and HYPE — shifting from cautiously bullish or neutral to cautiously bearish or bearish on the very same day. SOL broke a 15-day run of relatively optimistic positioning, while TAO ended two weeks of sideways trading with a single-day 5.3% drop, hitting a 30-day low. Catching all three moving together, rather than watching one coin at a time, pointed to a broader risk-off shift underway.

Markets are now waiting on the Fed's rate decision, due in roughly 4.7 hours. The Fear & Greed Index has slid to 29 (Fear), and Bitcoin spot ETFs have posted four straight days of net outflows, including $50 million out on July 28 alone. One takeaway: this altcoin selloff was driven by a regulatory letdown colliding with external market stress — not by problems specific to any single coin.
